Professional career:
1974-1988: Official at the Ministry of Foreign Affairs with a rank of Assistant Specialist; Third, Second and First Degree Specialist; Second and First Secretary and Counsellor successively at the Permanent Missions of Cuba to Geneva and New York.
1988-1991: Deputy Director of the Non-Aligned Countries Department at the Ministry of Foreign Affairs.
1992-1994: Director of the Multilateral Affairs Division at the Ministry of Foreign Affairs.
1994-1995: Ambassador of Cuba to Zimbabwe and Concurrent Ambassador to Botswana and Mauritius.
1995-1998: Ambassador, Deputy Permanent Representative of Cuba to the United Nations
1998-2000: Director of the Latin American and Caribbean Division of the Ministry of Foreign Affairs.
2000-2004: Deputy Foreign Minister. Cuban Coordinator for CELAC, the Ibero-American Summits and the European Union-Latin American and Caribbean Summits.
2004-2009: Cuban Ambassador to the Federal Republic of Brazil.
2009-2012: Ambassador, Permanent Representative of Cuba to the United Nations.
2012-2017: Director General for Multilateral Affairs and International Law at the Ministry of Foreign Affairs
2017-2021: Cuban Ambassador to Mexico
2021-2023: Senior Specialist in International Relations with a rank of Ambassador at the General Division of Bilateral Affairs of the Ministry of Foreign Affairs.
2023-to date: Director of Inspection at the Ministry of Foreign Affairs.
International events:
1975-1978: He attended tens of UN and NAM meetings as member of the Cuban delegations. He has chaired Committees, Commissions, Working and Drafting Groups at several UN and NAM fora on disarmament and international security.
1982-1983: He was designated by the Secretary-General of the United Nations as member of the Group of Experts of that organization to make a comprehensive study of the question of nuclear-weapon-free zones.
1986-1987: He worked as Rapporteur of the Preparatory Committee of the United Nations General Assembly Special Session on Disarmament.
1999-2003: He participated in all Ibero-American Summits and was the Cuban Coordinator in all of them.
Academic Work:
He has given lectures and master classes on Cuba as well as on disarmament and international security issues, among others, at universities in Cuba, Switzerland, Zimbabwe, the United States, Brazil and Mexico.
He holds a PhD in Political Sciences. He is a full professor; has tutored degree theses and presided over several examining boards.
He is a member of the Cuban Association of Philosophical Research. He is a member of the Technical and Advisory Council of the Ministry of Foreign Affairs. He is also a member of the Academic Committee of the Higher Institute of International Relations.
